NO!!!!!
Let me tell you if I was a part of that type of scenerio, I would be calling anyone who would listen. You need to start with the caseworker (is she is the problem or letting them happen?) If that does not work, call the supervisor. If that does work call the manager of your agency. Does your child have a lawyer, if so call them immediately. DEMAND urine tests before visits. DEMAND that the child NEVER be placed in that situation, isn't that the purpose of foster care....to provide a non threatening and loving environment....Perhaps a few people need to be reminded of that.
I don't know if I could handle any thing like that politely but it would even occur to me to make sure that if you doubt the safety EVER than call the police!!! (I am not sure how others feel about that suggestion but I am not okay with that environment, for any reason, EVER)
Record and document everything, every phone call (to the workers, supervisors, bio parents etc) and make sure you document well and accurately (without bias if possible LOL)
Hope this helps and all the best Gwen
