Question possible foster parenting

Just recently my 15 year old sons best friend's mother died, very unexpectedly.

He has Aunts and Uncles but he does not know them and a wonderful Grandmother but she spends part of the year south.

We have offered to have him live with us.

Grandma is seeking guardianship and we would like to have him as a foster child, for the sake of the benefits. The family is very open to this arrangement. He will be able to stay at the same school and with his friends. Besides he was at our house all the time anyway.

We have had no luck contacting the Dad.

Foster services told us that only they can place children. But we know that is not true.

Anyone have any info. on becoming a foster parent with a child in mind? We are in a suburb of Minneapolis, MN.
