haveing a fostercare child changed from special needs to treatment level.

I am in Illinois..i have a foster son who had an LOC done last December..but now he has had 3 mental health hospitalizations in less than 6months...can i get his classification changed from special needs to treatment level? what do i have to do to get this done..especially since i don't think that the caseworker will do this willingly... |
