Should we foster before adopting?

We have been through the local Family Finders and the state and county adoption and fostering classes.We wanted to adopt and foster at first,but our person that did our home study would not pass us for both because of the people next door have a pet Mountain lion.She wanted us to put up a 8 foot wooden privacy fence before she would pass us for both,we changed our mind and only wanted to adopt,but now we have completed the privacy fence and are considering fostering and then maybe adoptiong one of our foster children,Does this work better?How do you stop from getting attatched to them,when they leave.Has anyone tried this or been in this situation.Any advice would help.The people from the county DHR tell me we will get a child faster this way,and we will get to know this child(ren).Is this true?
