Can birthmom relinquish her rights to a specific family before her rights are terminated?

Hey I maybe wrong but as long as dad is not in the picture she can do so. I had that same question sometime back and that's what was told to me. My Fd's mom want to do the same for us but dad is still around and he now wants to contest the termin. of his rights.
Sorry I could not be of much help hopefully someone with more info on this matter reply.

Not in SC. A parent can relinquish prior to the TPR, but they cannot say where child goes. The state will determine that. Our agency usually leaves the child with the foster parent, if they are a resource and have had the child. Most times our agency will know if we plan to let that family adopt, but we cannot promise their child to the foster parents or anyone. You just never know what could happen, for instance I had a foster father arrested for possession of crack cocaine and they were the resource for two of my foster girls. Of course that home was not an option.

Depends on the state - If a child's case has already been adjudicated and made a temporary ware of the state, the state and/or court has the authority to decide who the child is placed with. Also, a voluntary relinquishment from a parent may not be approved by the court, especially if it appears it is being done to avoid involuntary termination of rights.
