Independant Adoption in Florida

I am trying to do a private adoption in Florida. I want to proceed this adoption without an agency or an attorney. What is the first step towards this type of adoption. I see that they have "Petition for Adoption" forms in some states but there is none for Florida. It will be great if someone can guide me where to start.
