Step Parent Adoptions

Hi . . my husband wants to adopt my 5 y/o son . . . problem is we don't have a clue where to start. My son's bio dad has never met my son. The last time I spoke with him, I was 13 wks pregnant. My son is almost 6 now. My husband and I have been married for over 2 years. I have never received any kind of support from him, no money, diapers, nothing. Would that be grounds for abandonment? Another thing that confuses me terribly is that he is active duty military. Is the process going a different direction now?? I am so lost. Any help would be greatly appreciated. Thanks
