Agencies with shorter referral times

Does anyone have any info on agencies that tend to have shorter referral times. I know different agencies state different wait times, and I've just been unsure how reliable that really is versus marketing.

We're looking to adopt siblings (hopefully including at least one girl) ages 4 or under.

Would love a PM if you have any specifics...
