so when they quote you a wait time is that from the time the dossier is completed and arrives at the agency or the time it arrives in Ethiopia?

I would say when it arrives in Ethiopia but you may want to ask your agency.

For my agency, it is when they personally approve it. This could be another one of those things that depend on which agency you are using though.
