Homestudy

We are just getting started with the process and I have a question:

Does anyone know if it is acceptable to have your homestudy completed by an independent licensed adoption specialist/social worker or if you have to go through a local agency to adopt from Ethiopia? If it is OK from the Ethiopia government's perspective, does anyone know if the differing agencies have requirements? We used an indendepent social worker last year for the adoption of our son from Russia and we REALLY want to use him again.

I have contacted the agency that we hope to use, but they said they needed to do some checking and I haven't heard back yet.
