Could use some guidence

I am currently stationed in the El Paso area and recently remarried. My husband wants to adopt my daughter and I am not sure of these forms that I need to have in order to get the process rolling. My question is if my ex-husband, who really wants to rid his hands of this great child, relinquishes his parental rights and my husband adopts her, can he pursue getting full child support for our son. We had two children, he took my son and I have my daughter. I am lost at the possibilties yet I want what is best for both children. My daughter has not been accepted by my ex-husband nor has he been a part of her life for the past 7 years. Any advice?????
Thanks!!!
