looking for legal info

Hello all,
I just wanted to know if anyone knows about legal requirements for an adoption agency to operate in Azerbaijan. I cant seem to find a page with their laws.
any advice?

Start with the U.S. State Department...

... by going to http://travel.state.gov/adopt and clicking on "Azerbaijan."
