hedging against a failed adoption
Do some Eastern European countries have higher rates of adoption failure than others? What are the best countries for arriving on scene and having good selection of healthy kids under 6?

caroline,
by "arriving on the scene", do you mean adopting by Open Contract? In my exploration, I came across a bunch of links from the Yunona website and those agencies all seem to offer what you are talking about in countries like Kazakhstan (where the orphanages are quite good). Maybe check them out. Good luck!
