Does Voluntary dropping off make it easier to adopt?

I am currently foster a baby who tested positive for meth when born. The mother was to told or on her own to voluntary leave the baby at foster agency. Honestly she has really bad issues, she is still on drugs so she says on her face book. The father has past away or is in jail. The truth is I don't know. She might be lying.

My question is, how likely do I have in adopting this angel, who's only 2 months?

Does CPS get involved even thou she voluntary dropped him off?

She signed a contract with the agency on how she was suppose to comply for getting her baby back. I here meth is hard to break.

He seems healthy so far, accept the low tone muscle issues. But I believe in faith and my Lord.

If you are fostering a child for a state in the US, even though the mom voluntarily dropped the child off she will still have a case plan created for her. If she works the case plan she will have her child returned to her. If she does not work her plan, she is not likely to regain custody. If mom does not get to a point where she can be reunified with her son a search will be made for any biological relatives of the child who may be in a position to adopt. These are relatives of either the father or the mother. If a relative is found who is willing and able to adopt the child may be placed with them. If no relatives are located, then the current caretaker is considered for adoption.

In our situation the case was run the same as if the children were removed vs voluntarily placed.
