Question domestic east indian adoption?

Hello,
I am new to the group with a question. I have a very good friend who is looking to adopt. As I have adopted two children I am thrilled. She is Caucasion and her husband is of East Indian heritage (but born in Fiji). They are both US citizens. They would like to adopt a child of East Indian heritage. Is it realistic at all to look into a domestic adoption or should they turn their attention to international (ie India)? They would like a child younger then their daughter who is now 3.

Thanks for any advice. They are wonderful parents and I want to see them suceed.
