adoption agency vs. attorney

We found two agencies we really like and we also found an adoption attorney we really like. Could someone tell me the advantages of using an agency over an attorney or vice versa?

The costs seem about the same. With the agency you pay more in stages (the biggest chunk (abt 25k of it) when you get a referral and the attorney suggests having all of the money up front and ready to go since sometimes it moves quickly.

Other than that, I can't really decipher any differences! And we are having a hard time choosing.
