My name is katrina and here is my story .
I was adopted from Russia Ivanovo in September of 2004. I have been an american citizen for almost 9 years it has been many ups and downs.. Recently i have been searching sooo much to try and find a way to find the family i did have in Russia which was my dad and my cousin who is like my big brother. I have wrote a very popular station in Russia called wait for me about finding my cousin because he is the one i have the most information on .. Sence i was adopted into a middle class family i am not able to travel back to my home country . recently my adopted father has passed away so all i have is my adoptive mom.. She does not talk to her side of the family so i don't have people i can ask to help me get this trip. i am 20 years old and am a single teen parent of a 4 year old boy . it has been hard for the last few years been from shelter to shelter .. when i agreed to be adopted i did not think of having to go into shelters and live a hard life over again like i did when i was in Russia ..

i am asking anyone who is able to help to please help me how ever you can airline visa food hotel and other is very expencive and this is my ulimate wish.. i pray to god every day to help me with it that is why now i will ask anyone who is able to help i will post this add around ...

We are in the learning stage and are hoping to learn from this forum. We live in Houston Texas and are considering adoption for our third baby.  We are still gathering information to see if it is something we want to and can pursue. Any insight to the following concerns anyone can share would be greatly appreciated.
 
Our preference would be to adopt a muslim baby as we are a muslim family and feel this would take away some complexity.  We are aware that certain muslim countries do not recognize "adoption."  But is it still possible for the courts in these countries to grant guardianship and then adoption can be completed in the US, right?

Is adopting from Afghanistan just off the table.  I saw an old archived post in this forum that suggested this.  Have things changed and gotten any better.  For a country like Afghanistan, I suppose the goal would be to get guardianship and then adopt over here.

This sounds shallow to ask...but I think honestly I need to know.  How many trips does it usually take for international adoption.  Don't want to start something that we can't finish.

Now we are thinking adopting this baby gal. Baby is born in India. ME and Husband are US Citizens, originally from INDIA.
Since it is from the familywe shud not need to identify a child since we have .that
Anyways,INDIA is a HAGUE Treaty and hence we have to go thru CARA. 
My question is Can I bring the new born baby with me to the US, On a tourist visa for a few months? ANd then apply for her adoption in the US?]]></content:encoded>

From an orphanage in India we adopted a child. The indian court has granted guardianship instead of adoption status. We are going to India and apply for the child's passport in Tatkal scheme in India. I have the following questions regarding that:
- Since the court has issuued guardianship, can we apply the passport in Tatkal scheme?
- And, what are all the documents necessary to apply the passport in India?

She's got full custody of her 2 kids and their dad isn't in the picture, so she's expecting them to be counted towards the family size limit. Her husband only has joint custody of his kids and their mother has primary custody of them (but my cousin says the visitation schedule is about 50/50)

41. Adoption by OCI living in India. -

    (1) The OCI (s), who are citizens of a country that has ratified the Hague Convention and they have returned to India and have been residing in India for more than one year, shall be eligible to adopt a child following procedure of Inter-country adoption under these Guidelines.

    (2) The PAP(s) shall approach CARA along with a certificate of No-objection to the proposed adoption from the embassy or mission of the country of their nationality.

    (3) On receipt of the certificate of No Objection, CARA shall refer the case to a RIPA for carrying out  the Home Study and preparation of PAP(s)’ dossier.

    (4) The procedures stipulated under these Guidelines for inter-country adoption shall be followed by the RIPA.

    (5) In such cases, the Embassy or Missions in India of the country of the nationality of the OCI shall give an undertaking for post-adoption follow-up as stipulated in Chapter IV of these Guidelines.

    (6) In case, the OCI continues to reside in India during the stipulated post-adoption follow-up period, the concerned RIPA would undertake such follow-ups and report to the embassy or mission and CARA.

My question is:  Can someone please clarify how to obtain this no objection certificate from Indian Embassy in New Delhi?

Does Hague protocol apply since the child has been abandoned and my wife maintains Philippine citizenship & residence there? 
We've read from another forum post that the adoption may be handled by the Philippine government internally based on the citizenship and family status discussed. If so, the the birth certificate issued will bear my wife's name. 
If this happens does bringing the chid to the US then become an immigration issue rather than an adoption issue?

Our story of adoption is here. We adopted a child 5+ years within our relative circle. Child lost her mother when she was just 1 and her father neglected her. Girl grew up in the village with the help of various relatives but no home permanent for her. 

Last year we happened to meet her and her story was very touching. We agreed to adopt her and in fact adopted her within 4 days after our first meet. At the time we met Sonika, we never had any plans for adoption, nor we knew about all the rules associated with adoption. But we decided to adopt her thinking that adopting a child is also a basic human right like giving birth to a child. We also wanted to do that legally so we got a court order and then wanted to take our child. 

Later we came to know about very stringent rules associated with inter-country adoption. We wanted to comply with all the rules but as we progressed we came through lots and lots of difficulties. 

We did apply for immigration but then came an institution called CARA (Central Adoption Resource Authority) who had to issue an NOC (No Objection Certificate). CARA was holding all adoption applications for more than a year for one reason. They kept on saying they are reviewing their policies. This brought lots of issues in our life. We continued our stay but could not for too long due to loss of wages, new place issues, managing expenses in Canada and in the new place, health related issues due to weather etc reasons. We continued spending time with our child going through all the ordeals for one reason. Our child. She attached herself very soon and very comfortably with us and she wanted us to either take her with us or be with her. 

We asked Canada to allow our child on temporary visa as we have legally adopted her. We asked for one year while the immigration process is taking place.  Canada kept refusing our application. For one reason. Visa office didn't believe that the child will come back after the visa period. 

Institutions formed by people for people are not considerate sometimes. There is good amount of discrimination too. They won't hear the cries of the child or pains of the parents. Institutions like CARA, CIC must be sensible to see the genuine cases and treat them with due responsibility, quickness and reasonable grounds. 

I know our case different from other parents who are planning to go through the system/process existing already but in a simple sense a child must be given due importance. In our case our adoption is completely legal. We have complied with all procedures. Yet the child is not allowed to go with the parents on a temporary visa and despite our honest efforts to explain Canada Immigration authorities and promises we made exclusively, we repeatedly were refused visa. 

We are Canadian Citizens. But Nothing matters when it comes to bureaucracy. I am not sure how to name this treatment by Canadian Visa issuing authorities but in humanly terms, it is discrimination and ill treatment extended to a child's freedom and wants. 

Dear friends, please be aware of all these procedures and exorbitant delays and expenses involved. Be strong. Your child may spend all his/her best period of childhood in vain and pain. It may unite with you when it is in teenage after being deprived of its golden age to be in a family, with parents. 

We have gone through lots of pain. Our child literally cried each time she was told the visa office has refused her temporary visa. We don't know who to go to as no one is interested in hearing our story. We have spent more than $50000 now just for doing one good thing. Adopting a child. In return we went through happiness of being with the child but the child and us are literally going through lots of difficulties wanting to go home as a family. 

I now intend to help families who are going to adopt and help them connect with proper resources. 

I wanted to share some of our issues with prospective adoptive parents who are looking to adopt from India. 
They are certainly doing a great thing but kindly do proper research and plan your finances accordingly. Most of all be really strong emotionally.

      <content:encoded><![CDATA[Hello!  My name is Amy, and my husband and I are in the process of adopting from India.  We are working with Special Additions Adoption Agency, where Beth Peterson Krueger (creator of ICHILD) is the India program coordinator.  Beth has been trying to obtain some information for us on a specific child who is listed on CARA's special needs list, but can't seem to get anything.  She suggested I post here to see if anyone has any ideas on how to do this.  The little girl we are interested in is apparently in an orphanage in Chennai, but we don't know what agency she has been partnered with and thus cannot find out more about her.  It has been pretty frustrating for us; you would think there would be some way to find out how to get in touch with someone who can help us, but so far we've run into brick walls.  This particular little girl is named Mala, and is #57 on the CARA list.  She is described as being deaf in her right ear, which is one of the things that initially drew me to her.  Before staying at home with our son, I taught deaf and hard of hearing children in public school.  If you have any ideas at all on how we can try to get more details about Mala, please contact us!  Thank you so much!

Rumor on the street is Honduras is making an effort to improve the adoption system.  A handful of agencies are starting a pilot program.  We all know how unstable this program has been in the past and all the unknowns with any pilot program.  Just wondering what if anything people are hearing.  I tried contacting USICS and the embassy in Honduras and never heard back from either.

Basically agencies are stating anywhere from 6-18 months for a referral and travel in country will be 2-4 weeks.  Cost is around 20 -25k with travel.  Children available are infant to 14 yrs old.  This info varies a little bit (but not much) from agency to agency.

Let me know if you have heard anything - please.

I was just wondering if anyone has any idea of an estimate on how much I could expect to pay to adopt a child with special needs (deafness) from China?  Also, I have seen several requests for agency recommendations but those need to be PM'd so I can't see the answers!  So, I am also asking if anyone has agency recommendations.
