Invited to adopt from long lost family

My sister has asked my husband and me to adopt some of her children; they are being taken away from her by the state (or country - she lives in Puerto Rico). I don't even know where to begin to accomplish this. I haven't heard from my sister in over 15 years, so I know very little about her and her situation. I know that adoptions tend to be expensive, due to legal fees, etc. Would this be less expensive for me since it's family? Will it be any easier? Would this be treated as a National Adoption or International?
