Chinese law does not permit independent adoption by foreigners. It is extremely clear on the process. All people who are not Chinese citizens must work through a licensed, not-for-profit agency in their country that is registered with China. The agency is not permitted to work directly with birthmothers or orphanages, either. All referrals must be made through the China Center for Adoption Affairs, the branch of the Chinese government that is in charge of adoption. The orphanages send the paperwork on eligible babies to the CCAA, which then does the matching with the dossiers of the parents sent by the agencies.
This process has made the Chinese adoption process one of the most ethical and well-organized ones in the world. Many people like it because it virtually guarantees no baby-buying, no unscrupulous facilitators, and no surprise fees. Prospective parents know ahead of time exactly what to expect. Right now, the Chinese process is long, but that is because so many families have chosen this well-run program.
