Not allowing foreigners might be for the best. These children have been raised in China, with Chinese parents until now. It's a little different than being in an SWI till adopted.
The trauma of losing their parents at older ages, and THEN being taken from China might be enough to make them shut down their emotions.

Interesting how this will play out. Presumably every person in China that adopts an earthquake orphan, won't then adopt a "regular" orphan. I hope it will put some pressure on increasing referrals to foreigners on these children.
