Possibly stricter rules for domestic adoptions within China

China's apparently promoting domestic adoptions, and it's less of a stigma to adopt now in China than it used to be. And as I had already suspected, this article suggests that it's much more cost effective for Chinese to adopt, than foreigners. But it also says that they can choose which child they want to adopt....and in some cases are disrupting the adoptions for reasons as minor as beauty or fussiness or simply because certain children are not exactly what the adopting parents want;
"Chinese officials and U.S.-based adoption agencies say they are concerned about lax implementation of guidelines for Chinese couples who adopt. The government has acknowledged cases of Chinese returning children to orphanages after a few weeks."

Do you think the rules should be tougher for domestic adoptions in China? It's a difficult and complex situation. I suspect that China wants to promote first, children staying in China, with the ideal situation being raised in an adoptive family in China vs being raised in an orphanage, and secondly, adopted internationally. However, by imposing stricter rules, China could possibly lose the appeal of domestic adoptions. But the current criteria for adopting within China seems to be defeating its own purpose in some cases.

From that article, and others I have read, it sounds like the rate of children being returned is disturbingly high.
To me that means the parents were either not ready, or not appropriate to adopt a child. Any rules that weed-out these kind of people (anywhere) is a good thing.
