My husband and I are strongly considering adopting from China

We are wondering if the new rules apply to an application that is sent in to an agency before May 01 or if the dossier has to be in China before May 01?
I apologize if we sound naive but we have only looked into EE adoption previously.

Any feedback would be appreciated

Your dossier has to be in China by May 1. There is some debate as to whether it needs to be just received or if it must be actually logged in.

Some agencies are cutting off applications soon for people who don't meet the new criteria as they won't be able to complete the paperchase in time.

My agency has said that they suspect there may be some leeway of dossiers arrive just a bit after May 1.

However, my agency (and I suspect many others) are no longer accepting clients who do not meet the requirements as of right now. My agency did accept people until Dec 31, 2006 but anyone who applied after that point had to meet all of the new requirements.

I JUST received some info today from the agency we are thinking of signing with and they included the application with the new rules.(I think we are all ok though)
