Older Child Adoption

I get different answers. Some private agencies say you (a single man) can't adopt from China. Several general adoption websites say you can. Which is it?

I am pursuing several avenues for my potential adoptive experience. One is an older child adoption foreign adoption and another is a foster adopt placement.

I figure the best chance to get the age I want (5-9) is for me to go international. It would be a lot longer before I can save the money for it, but at least I'd get the age I want.

I've thought about a latino, caucasian from Eastern Europe or Kazakh/Uzbek, or an Asian child. (of course, a mix of the above would be great)

Thanks for any advice,
David
