help for the lost

I need to know how to register myself, as well as my sister so that our kids can find their families.
My sister gave birth to a girl on 10-03-78, and placed her immediately for adoption. I, in turn, adopted 3 children from foster care in 1997. Please help us take the steps towards making our childrens lives whole.
