Relinquishment of Parental Rights Laws

I live in PA and to me it seems like 3 months is a long time for a parent to be able to change their mind! The way I understand the law is that after 48 hours the birthmother signs over custody and then she has until the hearing to change her mind which can be about 3 months later. I am not really comfortable with this even though they say that this does not happend often. We want to adopt from a state that has a shorter wait period to relinquish parental rights. We are willing to travel, but we would like to stay in the country because we are an African American couple seeking to adopt an African American child.
