There is alot of informtion (in English) available on adopting from the DR. The process is difficult and complicated but very POSSIBLE. Unfortunately by the time the an "orphaned baby" goes through the process of becoming available for adoption he is no longer an "infant". Also Note the US State Department site on DR adoptions contains some significant errors. Good luck
