The orphanages I have visited (two) are really quite wonderful, with one round the clock caregiver for two (sometimes one) infant,but I canot say if they are typical. Cost (including travel) probably is not significantly more or less than he other places you mention for infant (not newborn) adoptions. Sibling groups might be available, but don't count on it. Time frame is hard to say right now with the U.S. government having its head... No, I won't say that. But it's a problem.
