petition of abondonment

HI, It has been over a year since my step-son's birth mother has contacted them, and this adoption thing seems like it will take a while, and I'm still not sure if I am doing everything right, so I have not filed yet.
However, I was wondering if anybone knew how to file a petition of abandonment and if they have an example. This way, if my husband will just file a petition of abandonment on his ex-wife, then there will be no rush on getting the adoption thing filled out and filed before she just suddenly might want to make a phone call or something. I would really appreciate the help as soon as possible. Thanks
