I have been helping someone find his birth certificate. We recently received a certificate from The state of California, which says there is no birth recordd at all for him, not even an amended one.
Therefore, he was definitely not born in that state under his own name and was not adopted. Assuming he was born in California, his real original birth certificate would be unsealed, if we can figure out which bc it is. Does anyone know if CA Vital Records can tell if no one has EVER applied for a copy of a given birth certificate? If it were possible to come up with such a list (of bc's never requested), those names could perhaps be LEGALLY matched to people searching for their ID, who were probably raised by relatives and never told who there real parents were, or worse - like "stolen" - eek. Just a thought. Any help on this would be greatly appreciated. Regards, Mary S.

Hi K. K.,Thanks for offering to do lookups- we do have a "likely candidate" in Los Angeles County for the birth date he was given (same first and middle names, same BDAY and same hospital); in other words, his "adoptive mom" basically pointed him toward a particular b. c. to be pursued when he reached adulthood, a b.c. where the name of father was listed as "not disclosed", but that b.c. appears fraudulent. We now suspect he was born on another day in that county to a young unmarried relative, where the birth father was unaware of the birth. We now think mmn was Taylor. His only ID is a Baptismal, issued at age 4, with parents who raised him listed as the parents. I have a paid access to the CA vital records and they are very helpful, but 200+ male babies were born every day in L. A. County in the 1971/1972 timeframe. I don't know how to tell if a record is sealed without sending for an informational copy and then either receiving it or being told it is sealed. I also know if the parents were not married, very often 2 bc's were made - one with last name of mother, other one with last name of father - to allow the child to use either one. My question probably can only be answered by someone who works with the Sacramento or county records, although it's unlikely access information is noted anywhere, let alone its being shared between locations. It is sad. I was helping a lady who only know what others have told her. She was raised by a woman who told her that her bmom left for what was suppose to be a few days and never came back until sometime later. At which time, the lady wouldn't let her see her or have her. The lady who raised her is now deceased and had given her different names of her family before, but none seem to be a match. There was no legal adoption so can't even contact court and have records open. Her older siblings(the lady who raised her children) won't tell her anything. They tell her where she was supposedly born, but using the dob she was told and her name, nothing matches.

That lady you are helping sounds much worse off than my god-son, who at least has me as an early childhood witness from age 4-10. It's amazing how much information the two of us are building and I do believe we will solve this. Have this lady continue to "brain storm" on all people contacts in that family. Most likely the "sibs" know nothing, but the real mother's friendship with the "a-mom" in that case had to be noticed by someone - they must have met in the neighborhood, a school, a club, someone knows both of them. I'll say some prayers. A huge number of folks were never adopted and will not be helped on the inevitable day that the law recognizes everyone's need for their own identity. Police Departments do not even keep records of stolen babies - they'll say "it's an adoption issue!" I know someone wants to find my godson and someone wants to find the lady you spoke of. ADVERTISING AND SLEUTHING and PERSISTENCE and PRAYER will rule the day. God Bless! Mary S.
