I am attempting to help my brother in law locate his birth father. My brother in laws birth name was Richard Lance ? and he was born 4-28-63 in Torrance, CA.

His mother's birth name was Jeanne Merle Mitchell and she passed away 4-1998 in Michigan.
He has spoke with her prior to her death but never got t meet her.

I truly want him to find his father! Out of 3 siblings he is the only one who does not know who his birthfather is!

His adopted parents changed his name to Jeremy Timmis and he was raised in Florida. His adopted parents state that his adoption took place in Mississippi. I hear that you can not petition the court in that state. You must hire a attorney to petition the court.

If you can give me some place to start or help in any way, I would appreciate it!

I found nothing for your brother-in-law with the birthdate of 4/28/1963.
