illegal adoption
I was wondering if anyone my have some helpful information on finding someone who may have been adopted under the table. For some reason, I feel as if my sister was adopted illegally. She was taken by CPS, but my mom didn't know who adopted my sister. She doesn't know anything about it at all. Please if someone might have any information. She was adopted in San Diego, CA.

WELCOME TO THE SEARCH AND REUNION MESSAGE BOARD! Was she born AND adopted in San Diego County? You might have your mother contact the offices listed below and request information about your sister. If she was adopted this office will let her know what agency handled the adoption so that your mother can request information to help you search. This is the type of information that the State of California will provide to birthparents and siblings when inquiring about an adoptee: A. Ages of adopting parents at the time of adoption B. Other children in the adoptive family, biological and adopted C. Physical description, ethnicity, occupations and education of adopting parents D. Exact date of birth of relinquished child If she was legally relinquished but not adopted the office below will inform you that they have no record of an adoption for her. If this happens she may have stayed in foster care until the age of 18 and probably retained her birth name until she married. If she was adopted illegally there would be no record of any adoption. FOR ADOPTION RELATED INFORMATION AND RECORDS: State of California Department of Social Services Child and Youth Permanency Branch 744 P Street, MS 3-31 Sacramento, CA 95814 (916) 651-8088 County of San Diego Post Adoption Services by city: 877-I-ADOPTU (877-423-6788) 619-266-6060 995 Gateway Center Way #303, SD, 92102 619-401-3800 151 Van Houten Avenue, El Cajon, 92020 619-668-3899 7065 Broadway, Lemon Grove, 91945 619-336-5777 1000 Bay Marina Drive, National City, 91950 619-336-5740 National City. I was born 2-13-71 not in San Diego, but in central Ca. I know my adoption was not legal. I beleive my birth mothers name is Beverly. I have very light brown hair blue/grey eyes and fair to med. complexion. If this sounds right please contact me as soon as possible. My name is Dawn I don't think that is what I was named by my birth mom though

If your sister was taken by CPS, and your mom was not able to reunify then your sister would have been placed for adoption by that agency. Everything would be kept confidental. You and your mom would not be able to find out who adopted your sister. The only way those records can be opened is if your sister desides to open them. My husband and I have adopted three children from CPS in California, and have been foster parents for 5 years. I don't know if the policies have changed over the years, but this is the way it is done now.

There are many, many folks who were relinquished but never adopted. Many were brought up by an aunt or grandmother or friend of the mother or someone who "wanted" a baby.
If you send for her birth certificate and it's sent to you, then the baby probably was NOT adopted. If you send for it and receive a letter that the certificate is not available (sealed), there probably was an adoption. Regards, Mary S.
