Also, if this is the case, are there develpmental delays due to living in an orphanage?

Bulgaria is a wonderful country to adopt from, we adopted a 3 year boy last June.He came from Mother & Child orphanage in Varna. The children are well cared for and adjust very well into their new lives. There is always some delays coming from that environment-but think of them as orphanage delays not developmental delays. Once the child is in a home environment they catch up quickly. Sorry, don't know anything about that agency-but please make sure you understand the waiting time for Bulgaria. The legal system is very difficult there-they recently changed alot of there adoption laws. It took us 9 months after to get our son out of the country and the families behind us waited almost 11-15 months. Maybe it's better now but the more info you have the better prepared you are.
