Just to clarify...the INS requires YOU to follow what INS considers an orphan. You can adopt a child in another country, but be turned away by INS, because they do not consider all children in an orphanage, an orphan. Get info from the INS or the American Embassy in Rio de Janeiro. It clearly explains their rules. Their intentions are to not break up families. I would make sure to tell the attorney these rules and that the adoption decree states it properly. When doing an independent adoption, the responsibility is yours. Your attorney can screw things up terribly if you don't check things.
