baby boy 11-21-71 canada
I am trying to help my brother find his birth family. He was born in Quebec, Canada. I think. His name on his naturalization papers say Paul Werbeski. We believe that is his birth name. I also think he was adopted through Catholic Charities. He hasn't gotten his non id yet. He was adopted in New Jersey. We do not know where to get his non id. Canada or New Jersey? If you have any info, please help.
