Arrow Son seeks half-sister- b Apr 1969 CA

My son always thought he was an only child....but, his father adopted 1, possibly 2 daughters, before he was born in 1978. Having an unusual surname helped in our search. Both daughters were born at Ventura County General Hospital in Ventura, Ventura County, California....the same as their half brother.
From the vital records the 1st daughter was born in April of 1969. She was named Tammy, middle initial L (which is probably her real mothers' maiden name, according to father) with her fathers' surname. Both bio-parents were aware they would be going to jail for periods of time, so the adoption was arranged prior to birth through Ventura County Public Social Services or the Childrens Home Society.
Bio-Father recalls the mother talking about the possibility of her aunt in Santa Barbara adopting the baby. There is always the possibility that the girls know who their mother is, and won't even attempt to contact their father? Or, they may not know anything, as it's a family secret?
My son seeks contact. Whatever "Tammy" decides is best for her. He has always wanted sisters....not brothers, which I find amazing, as he possibly has 2.
The 2nd possible half-sister was b in Jan of 1973. The bio-father states he is unsure if he is father, though it is the same birth mother. Could she have possibly adopted this baby to the same aunt? The baby girl was named Cassandra, middle initial J as mother's married name from her 1st marriage at age 16. The last name is not my son's fathers' surname.
If any of this sounds familiar to anyone....please contact. Our family is large, ready and willing to accept these daughters, as we have my own adopted sister, found almost 7 yrs. ago.
