Living expenses and relocation help

I know that you can't post on the website the info I am looking for, but if anyone can PM me the info I would GREATLY appreciate it.

I am a social worker and adoptive mother of 3 who is currently working with a pregnant mom who needs to relocate and will need help with living expenses. Does anyone know what states would be the most help to her and also what are some good domestic agencies that will treat her kindly? I have 3 children from international adoption, so my experience with domestic is limited to my own state.

Any suggestions would be wonderful.

I know in Indiana they can ask for up to 3K of living expenses.
