Birthparent wanting to adopt

I was wondering if any of you have been turned down, that you know of, for relenquishing rights to a child? My husband gave up rights to his daughter to her maternal grandparents and I am concerned about agencies accepting us and also about birhmothers picking us. I can see why they would worry, but given the circumstances they would hopefully understand. Any views?
