Bethany Adoption Boy Birth 5/1/85

Our son was born in Cape May NJ. We are looking for any bio family members. We did go through Bethany, but they said that the bio mom did not respond. How can we know if she doesn't want to be found, or doesn't know Jason is looking for her?
