Talking advice please

I have a question, how hoard are they on a person who needs a homestudy done for adoption, when the state you are in refused to give one for adoption? I have in the past like 7 yrs. ago hospitalized with depression, I have not had any reoccurances, and they the state of NH they are holding it against me and accusing me of some really terrible things while I was a fosterparent, like not working with the bio mom, and telling lies, which is so untrue, and all kinds of stuff. My husband and I are trying really hard to get our homestudy done, the state of nh denied us so we are looking into private agencies, Bethany is our choice and was wondering how objective they are and if its a waste of my time?
