Becomeing a foster parent in NV

I know you have to be 21 to become a foster parent, but seeing that I only have untill Oct till I am 21 I was wondering if there was anything that I can do untill then. Like can I take the classes and put in the hours, or do I have to wait untill I am 21. I was also wondering who you all went with, an agency or the state services, what one is better. I have 1 extra room in my home w/ 2 beds and room for a crib, what are the rules on the amount of children I can have and if I can have boys and girls in one room.
