question on fost-adopt 0-8mo olds

question on fost-adopt 0-8mo olds

My husband and I were with an open adoption agency and decided to try county low risk, (infant 0-8mo) fost-adopt program. I would like to know if you have adopted through the county did you have children given back to families after having them for a peiod of time? and if so how many times was your heart broken untill you got your forever child?
