What legal steps do we take? And, can we legally take custody of them without parental consent? The bio father hasn't taken any steps to come see them, phone us to make sure his children are okay, or anything. Complete lack of regard towards the children from both parents.
Can anyone help me with this? I'm in Colorado.

Have you considered guardianship? Ask the parents if they are willing to assign the guardianship to you so that you can get medical and other services.

As long as it is not contested, it should be a simple process. You filed a petition in probate or family court (depending how they do it there). The court clerks are usually very helpful. Uncontested is so simple lawyers are not necessary. We've done it ourselves.
