Transfering foster license

My wife and I will be transfering to the Memphis, Tenn area. We would like to know what steps are needed to be come licensed in either Shelby County or Fayette County. The move will be about Nov. 1st. We have been foster parents for over 10 yrs. Thanks Lynn
