Information on adopting an autistic child

Hello,

I am currently writing a story dealing with adoption and autism and would like information so that this story can be realistic.
The story takes place in Iowa, then the child is placed in foster care in Nebraska.
1. The autistic child, aged 5, has a sister who is not autistic. Can she be placed in foster care with him ? Can they be adopted together ?
2. What are the main adoption laws in the two states ?
