International Adoption Delays

Hi everyone,
I am really new to this process and I'm just so shocked at the long delays, (years) between application and finally meeting your child.

Why is this? There are literally millions of children waiting to be adopted and yet only 270 were approved in Australia for 2008.

Can anyone explain this to me?
