How to become a foster parent

I live in a smallish town in NSW and am very interested in becoming a foster parent. Do you have to be a certain age? Do you have to be able to be home during the day? Can you place limits on the sorts of kids you have? Do you have to go through DOCS or do you go through an agency?
Any help would be greatly appreciated.
