My husband and I are foster parents to a cute 17 month old little boy. He was born with drugs in his system. (cocaine and pot) well he has had no contact with his mom or dad the first year of his life. He was placed with a relative and that placement failed. His dad is going to be TPR'd due to violence. They have started visits with mom however she has not been very good at keeping up with her end of the deal. They go back to court in march.

I love this little boy, but he is a handful. I don't know if it is normal behaviors or have I just got spoiled over the other children that have been very good.

Here is what i don't get.....

This child does not seem very bonded with anyone. He will go with anyone and doesn't care if we leave the room.

He is very very aggressive. He hits others and headbutts people and laughs about it

He touches everything. We tell him no and redirect him and he will go back and look at us and shake his head no and still touch it.

He doesn't speak unless made to. (I won't give him his cup until he says juice or drink or please. and when i ask him what does he want he will say plane as day juice or drink so i know the words are there.)

He is very hard to get to bed at night.

Screams uncontrollably lots.


Any suggestions would be appreciated.
We have been told that most addicted babies end up having ADHD could this be it, or are these normal behaviors.
