Need of Foster Parents in Phx area???

I am looking to foster/adopt children from 0-2, in the Phx area. Is there a great need for foster parents? I'm curious because there seems to be a lot of people on this forum waiting for placements. So if anyone can share your experiences with the foster care system and how long it took to receive placements, it would be a great help!
