where do i look first?

i was born in anniston, AL in 1984. i was adopted to my grandparents not long after. my grandparents were FL residents. do i look in AL for my adoption info, or FL? i found birthmom, now looking for dad. no one has heard from him, not even my adopted mom (birth father's mom). any help is much appreciated.
