i would like to know if anyone knows any agencies who place AA/BR toddlers in Minnesota under 10K. If so , please can someone PM me, thanks.

Toddlers are very rare in domestic adoption. Many birth mothers make the decision to place before their child is born because they have not bonded to them as much.
Its also very difficult to adopt nowadays for under 10K. A more realistic budget would be about 10-30K for everything.

If your heart truely desires an infant and you want to adopt a toddler foster-to-adopt may be a better choice for you. There are many toddlers (especially AA and BR) that are waiting for permanant families.

There are agencies that do have fees under 10K for newborns. They are just not in Minnesota. Try looking at some agencies in southern states like Mississippi, Alabama, Georgia, South Carolina or Florida. I have come across agencies that are charging from 4k-8K but they are small and placement time varies.

I'll PM you some information on how to find toddlers for adoption and give you a few thoughts on it.

There is an agency in my area - they are adoption facilitators - who work only with birth parents of color. Their fees are on a sliding scale based upon the aparent's income and ranges from 1K to 8K. But that does not include your homestudy, travel, birthparent expenses, etc.

They work hard to recruit aparents of color and they say that the average wait time until placement for African American families is 4 months.
